This facility is not in the Western District

Nearly every ICE facility in Louisiana is in the Western District of Louisiana. This one is the exception. Angola is in West Feliciana Parish, which is in the Middle District of Louisiana, so a § 2241 petition for someone held here is filed in the Middle District in Baton Rouge. The Western District’s standing orders do not govern these cases.

ICE lists this facility as the Louisiana ICE Processing Center. It is a different facility from the Central Louisiana ICE Processing Center in Jena and the South Louisiana ICE Processing Center in Basile. Check the name carefully before you draft the caption.

How the Middle District handles these cases

The Middle District has issued its own general orders and a standing order for ICE detention habeas cases, covering matters such as case handling and service. They are separate from the Western District’s framework. Orders in this area change often, so read the current versions on the Middle District’s website before filing.

Local counsel

The Middle District has its own local rule for visiting attorneys, with its own motion and local counsel requirements. Admission in the Western District does not carry over. It is a separate admission in a separate court.

Reaching your client

Legal visit, video, and phone procedures are listed on the facility’s page on ice.gov. Schedule in advance and have your G-28 on file. Confirm current procedures before each visit, since they change without notice.
