Breivik, the mass-murderer who killed 77 people last summer in a bombing and shooting rampage, is isolated from the general prison population due to fear that he might stage a hostage taking in order to attempt escape. Norwegian law considers long periods of isolation as a form of cruel punishment so the prison administration is trying to figure out a way to provide Breivik with human exposure.
