The bureau director, Malachi Hull, was present during the incident and is not seen intervening. Wilton Joiner was confirmed being booked at the Orleans Parish Sheriff's Office Friday afternoon on the simple battery charge against Bosma after he stopped her tour on Nov. 9 citing a violation that she was 50ft within another tour group. Bosma claims there was no other tour in sight. After taking the license from her neck and the tour guide grabbing it back, Joiner threw her against the hood of a car and wrenched her arm, all the while being filmed by one of the tours patrons. The taxicab bureau has come under fire in recent weeks for egregious citations and harassment of French Quarter tour guides.
