Former Police Officer Involved in Danziger Bridge Shooting Convicted

Robert Barrios, a former New Orleans police officer who was involved in the Danziger Bridge shooting in Katrina’s aftermath, was sentenced to five years in federal prison Thursday. On September 4th, 2005, Mr. Barrios arrived at the Danziger Bridge with other police officers and shot at six unarmed civilians, two of which were killed. Barrios and the other officers claimed, falsely, that one of the men on the bridge shot at them, which provoked their actions.

According to FBI records and documents procured during the trial, Mr. Barrios had a shotgun with him on the bridge but never actually fired the weapon. Nevertheless, he was the last of the five officers involved to cooperate with the FBI in their investigation. Barrios’ actions, or lack thereof, in assisting the investigation and trying to conceal evidence incurred the ire of U.S. District Judge Eldon Fallon, who imposed the maximum sentence of five years for conspiracy to obstruct justice.

In a brief statement after he was convicted, Barrios said “I hope the families find it in their hearts to forgive the role I played in this.”

City to Test New Detox Center for Public Intoxication

A recent report on NOLA.com indicated that the city will be launching a new Detoxification Center that has been in the works for some time now.

The center (which will be hosted by Odyssey House) is part of a new program aimed at reducing the number of arrests and incarcerations for public intoxication in New Orleans. According to the report, this is a step in the same direction as a number of other cities currently running similar initiatives.

The detoxification center will allow residents and tourists to spend a few hours sobering up rather than spending an extended period of time in jail and is expected to help reduce administrative costs and resource expenditures for NOPD. Funds for the center are coming from the Louisiana state general fund for substance abuse issues. This means that part of the center’s primary functions will be to funnel at-risk individuals into suitable substance abuse programs.

The detox center will only be available to those residents and visitors who are apprehended for public intoxication itself. Citation for any of the typically-associated violations such as disturbing the peace, resisting an officer, or public urination will result in disqualification for eligibility to visit the Detox Center. According to reports, this means that 75% of the typical public intoxication arrestee will not qualify for the program.

Those who do qualify to visit the Detox Center will be provided with dorm-style accommodations, a television and possibly a sedative or other drug to assist with sobriety as well as health assessment.

NOPD has issued a statement today indicating that it will be conducting a sobriety checkpoint TONIGHT (FRIDAY 9/30) in the Downtown area from approximately 9pm to 5am. No specific indication as to the location of the checkpoint will be released.

Drivers are advised to have the proper documentation (proof of insurance, registration, driver’s license, etc) available if requested.

Officers Moore and Williams: Police Misconduct Case

A case that begun in 2005, one month before Hurricane Katrina, two officers get their sentencing today by U.S. District Judge Eldon Fallon.New Orleans police officers Melvin Williams, left, and Matthew Dean Moore were convicted of charges stemming from the fatal beating of 48-year-old Raymond Robair. Williams and Moore will be sentenced today.

July 30, 2005, the officers, for reasons that are still unclear, converged on Robair in the 1500 block of Dumaine Street. Witnesses saw Williams administer a fatal kick along with many baton strikes. The police officers dropped Robair off at Charity Hospital and claimed to have found on the ground, under a bridge with an overdose. However, Pathologists investigated his body and found that his ribs were fractured and his spleen lacerated.

In April, 2011 the jury heard testimony from witnesses of the beating, hospital staffers, and scientific experts. The officers testified they never hit, kicked, or punched Robair, and that they never attempted to cover anything up.

Williams is facing a life sentence in prison and Moore could get up to 25 years in prison.

Orleans Parish Sheriff’s deputy Charged on Rape and Kidnapping

Former Orleans Parish Sheriff’s deputy, Thirty-eight-year-old, Dejuan R. Thomas was arrested over allegations that he raped and kidnapped an inmate. Dejaun Thomas has worked for the sheriff’s office since Sept. 2009, and was a prison guard at Orleans Parish Prison.

Mr. Thomas was terminated after his arrest on Friday, September 9th, 2011. He has charges of sexual malfeasance, aggravated rape, and second degree kidnapping. According to a police report obtained by Eyewitness News, former Deputy Dejuan Thomas admitted taking a 21-year-old male inmate into a jailhouse closet for sex, but said it was consensual.

The inmate gave a different account, telling investigators he was forced. He said Thomas led him away in handcuffs under the disguise of a sick call. Dejuan Thomas remains in custody, his bond has been set at $105,000.

An office spokesman said the agency has opened an investigation. Mr. Thomas is facing disturbing charges and prosecutors will aggressively pursue the investigation.

Terrytown Man Arrested for Shoving Girlfriend from Car

Harahan police reportedly arrested and charged 49 year old Terrytown resident, Thomas Clark Jr. with second degree battery after he allegedly shoved his girlfriend from a moving car.

Police responded to 911 calls from witnesses who watched Clark beat the victim in a parking lot on Jefferson Highway shortly before shoving her from the car while driving at approximately 10 mph. The victim reportedly suffered a head injury and possible broken bones although her exact injuries are unknown at this time.

Clark was booked earlier today and is being held on a $7,500 bond.

While this type of behavior is never excusable, domestic violence comes in varying degrees of severity and can often pose serious problems in a relationship.
